Apparently it is taboo to run CRTSRVCFG or CHGSRVCFG on a restricted system. Such as one may do when configuring a new system or after an upgrade. It tries spawning Java jobs, etc to get it's stuff done.

Delete and Recreate the Service Configuration Tab.
