I use "User DSN" tab and the Add button to add new connections. The "File DSN" has an Add button also. Does that not work?

Apologies for being somewhat disjointed in the following information
My new pc is Windows 10
I have just installed the latest iACS and as far as I can see - everything is okay We have 2 systems - development and production When I look into the ODBC Data Source Administrator, File DSN tab, I only see the production system I do not see the development system How can/do I get the development system into the file dsn of the ODBC Data Source Administrator?
I need this so that I can set up my Universal SQL editor session
