Many IBM utilities list the file as QINLINE but do things like OVRDBF to the real file. An example is at:

I would suggest hitting help on that message like you did below but record the FROM and TO program.
Once you have the from/to do the following on both. You may have to change *PGM to *SRVPGM.
DSPOBJD OBJ(...frompgm...) OBJTYPE(*PGM) DETAIL(*SERVICE)
Scroll down to the PTF number. Record that PTF number and search to see if it has been superseded.
If no ptf number is assigned, or if it is not superseded, then you may want to open a ticket with IBM.
