I don't think RFE is in the same boat. It's not all of DeveloperWorks, like www.ibm.com/developerworks; it's DeveloperWorks/community like www.ibm.com/developerworks/community/wikis
Only the latter (community) has the banner at the top "The developerWorks Connections platform will be sunset on December 31, 2019. On January 1, 2020, this wiki will no longer be available. More details available on our FAQ."
Community = Connections.
Saying all of DeveloperWorks is simply FUD
