but my main question is can storage size be changed on the fly for a dtaq
via command instead of recreating the dataq with the new parms?

Oops, sorry, misunderstood.

Do you expect to exceed 2gb?

Maybe setup a job that runs periodically to make sure the data queue
consumer is active?
