I don't have an answer but if you find the reason or why this is so I
would be interested in the answer.

I think at this point I would open a ticket with IBM.

While you could specify the data queue manually on these queues I would
prefer to know why the global environment variable did not work.

When you do a WRKOUTQ for QEZJOBLOG and press F21, what do you see
specified for the data queue for the output queue?
