not to trigger any discussion - but is it possible that these kind of „security software“ can be a reason of this?
Some years ago i had a rather similar issue with some local firewall software (forgot the name) when using
FTP to AS/400 (yes, years ago).
We used DOS FTP.EXE to connect to the server. As soon as the command was fired up, the logon
question for the user name shows (in DOS command window). Then a Windows Dialoge popped up,
the local firewall software asked to confirm connection of FTP from PC to AS/400.
If you answered yes or no within some seconds, no issue. If you left this dialogue without answer,
the PC opened another FTP connection to port 21 on the AS/400, about every 3 seconds a new one.
Just an idea to check out these „security“ tools, or any other proxy or program which fiddles with the TCP stack.
