Ah, I think I made a boo-boo.
I was looking at ssh_config when I should have been looking at sshd_config.
/QOpenSys/QIBM/UserData/SC1/OpenSSH/etc/sshd_config
Has a ListenAddress line. I changed it to
ListenAddress GDWEB
And removed the #.
ENDTCPSVR SERVER(*SSHD)
STRTCPSVR SERVER(*SSHD)
netstat *cnn
F15=Subset, Local port 22
A couple of F11's and I see
Remote Remote Local Local
Address Port Address Port
* * 208.87.180.2 ssh
* * 208.87.180.11 ssh

It added the .2 after the change and restart
Tried the Putty client. Got the putty security alert to add the key. Clicked Yes. Entered in my user and password and I'm in.

Summary: sshd was in conflict with GoAnywhere and needed to be limited to it's IP address.
