I completely agree with that. The main reason I mentioned that is because the cost difference between accurate time and synchronized time is negligible when you're operating on a datacentre scale. We're currently at the point where GPS-based time sources are stupidly cheap, and a Caesium-133 time source for a large datacentre is affordable. There is currently not really a reason to not do it right as opposed to just winging it.

Addition: Usually, ntp servers can be told to allow clients to sync with them even without being in sync to whatever configured time source themselves. Todays OS clocks are doing very well in timekeeping, especially when "trained" by NTP for a while, so an internet outage does not immediately cause sudden wrong time on all hosts.
Besides that, it's not so grave to keep an absolute precise time. All nodes in a network agreeing on the *same* time (even if it's wrong a few seconds to the "real" time) is way more important.
