kevin, could the fact that the file I want to do the cpyimpf on, is a
program described file instead of an externally described file, be why the
cpytoimpf is not converting packed fields as expected?

The solution is to not use CPYF at all. The whole point of CPYTOIMPF
is to copy data from a PF into either a flat file or stream file. In
this case, you would go straight to stream file.
