How do you cure that one? For me, if often helped to have the disk in my hand, with a longer power cable. I jumpered the disk in question so it should spin up my itself and applied power. In the very moment the disk tries to spin the motor I rotate the entire disk jerkily around the axis of it's rotational platters. Sometimes I need to try more than one time to have success. In extreme cases I gently hit the disk case with my other fist on a corner so it gets an extra shock to provide external rotational energy.
After that cure, I never had problems with these disks again, but a very old Sony SRD2040 (40MB) which had that "head stuck by friction" problem at almost any spinup.
