Yes, and the spike is the same as when printing. When printing, it's not a spike anymore, though. ;-)

The heater of the fuser isn't regulated but rapidly switched on and off to keep temperature at level. Just like a Microwave Oven switches the Magnetron on and off to have a certain "wattage" over a given time.
