I agree with TRACEROUTE or PING although sometimes network people block useful tools because they heard decades ago they could be used to launch a denial of service attack against a site. But, let's face it, if they were so easy to be used for a DOS attack would nra.org continue to let them through?
So, yes, I would try those commands first but just because they fail may not mean your production lpar cannot speak to that target location. Try those commands (Windows calls TRACEROUTE tracert). Try them to a different target from your production (like nra.org) and try the target from a known good source (like your development lpar).
