It will be the same physical address. UNLESS....
I start a session on PROD. I start a session on DEV. I do a telnet from DEV to PROD. I will now have a user with two different IP addresses on PROD One will have the IP address of my PC the other will have the IP address of DEV. But if both sessions were on the same box they would have the same IP address. Let's say my IP address is 10.10.9.30. I do a NETSTAT *CNN. Then I subset that to only include remote IP addresses of 10.10.9.30

That's how you have the same address communicating twice to your telnet port 23 (oh, you caught that we aren't using SSL didn't you, you clever bastard?). It uses two different source(remote) ports. Not different addresses.
