It depends. :-) According to https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_71/experience_web/adjuster.pdf adjusting is done every minute regularly. So, the adjustment will use some kind of average values for adjustment.

Therefore, on reasonably busy machines with a mostly even workload, I don't expect QPFRADJ to be great of a disturber.
