IIRC, to activate the patch to the Service Processor, you need to IPL to a power off state (RESTART(*NO)), and let the system sit for 5 minutes or so, while the Service Processor swallows the patch. Then, when you IPL, and use the WRKFMWSTS (I think that's the spelling) command, you should see the current patch has been applied and is active.
