That statement seems way too broad.

Is this HMC Console? LAN Console? Operations console? Beginning with what release?

I would agree that from i 7.3 forward and with LAN console yes. But HMC doesn't require it and previous to i 7.3 you could use DeadNav (iSeries Navigator) and that doesn't even support an encrypted console.
