Well, my python knowledge is zilch so I would be starting at square one

Python is an easy hill to climb for most people. It's one of the most
approachable and accessible programming languages out there. I
certainly recommend learning it, even if you don't get to use it for
this project or for this client. It is just so absurdly useful and
even flat-out fun. I use it for virtually everything now.

However, before I even consider that route, can python be called from RPGLE
or CL?

Yes, through the QSH command. Richard Schoen has an elaborate wrapper
for this which you could use, though you can think about that later.
At the learning or proof-of-concept stage, it'll be enough just to use
QSH, which I or someone else on these lists can help you with.
