In many IBM i shops we would be shot and our remains hung as an example to others if we told managers and auditors that all users should have all access, unfettered, to their data through whatever means they desire. And the only way of restricting them was legal consequences and restoring from backup.
At what point in time do you restore a file which has 1,000,000 transactions per day?
Decades ago we did have an employee who was shown how to use UPDDTA to fix data in a certain situation. They were fired after using UPDDTA on a file bound to be transferred to diskette for payroll direct deposit. The IT guy who reported it was blown so much grief for allowing it to happen they left the company. Not our most beloved CEO...
