It sounds to me that SSD and NVMe both have additional maintenance cost concerns which will primarily affect those shops which do not upgrade every 3 years.
That being said, we have no Power 9's with spinning disk.
We do still have a Power 8 with spinning disks, and the ASP with 10k large spinning disks is excruciating to work on.
