I disagree. In the pastime, there have been SNA networks between different companies, with different administrative realms, where security policies mandate a certain amount of data exchange, but no administrative access. I guess there are ways to achieve what I want.

I found some hint about APPN filtering support in "Networking APPC, APPN, and HPR" document. I'll have a look how this can be of help.
