Yes. It's a mess. PTFs get partly applied, partly not. These who don't get applied most often because a prerequisite PTF isn't applied yet. Even when trying to fix things with a manual IPL within the PTF step, it's not really working out.
You can have a better control on schedule when you set the system to a restricted state and *then* do the PTF dance. With automatic IPL permitted. The first "get all users off the system" IPL will not happen then, you can run GO PTF option 8 and let the system work according do your schedule.
I also *guess* (but have not tested yet) that the *second* step (GO PTF option 8 with *NONE source after IPL) might be crucial to have a successful apply.
