The new_XSSFWorkbook() routine does all of it's work in memory. There is nothing to assign authority to, as it does not create any objects.
I suspect you're later calling the ss_save() routine to create a file
from the workbook? This routine creates a file in the IFS using Java's
"new FileOutputStream(String name)" . This interface does not provide
a way to set authorities that I'm aware of, so I'd assume it inherits authority from the directory? But, not completely sure about that. I haven't done anything in Java in around 10 years.
CHGAUT would work. You could also try pre-creating the file with the authorities you want.
