Thanks for the replies (on and off list).  So, based on the link below, sent by a couple of folks, and reading carefully, I got it working.  The LCLINTNETA value was *SYS and I changed it to the local IP.  I also wrongly used the system name rather than the Local control point name for one of the controllers (wrongly assumed that I had changed it to match the system name).  Once I made the change it came right up.  SAVRST is working.

I appreciate the help.

Previously, we used ANYNET, but no longer supported.
You need to use EE Enterprise Extender.

Can't seem to sort out the correct incantation for this. I found what seemed to be a good reference in this page:
https://smex-ctp.trendmicro.com:443/wis/clicktime/v1/query?url=https%3a%2f%2fpowerwire.eu%2fhow%2dcan%2di&umid=6df9713f-8508-41bb-87ed-f598ea92f480&auth=438b0784514c1757bd202125ca4db8b0abdb021e-a49f3683205f2657396797732ba7a5ce04a76e41 . I created the controllers and they both vary on with RCYPND and an error in qsysopr that says:

On the V7. 2 box: Controller VASICTL failed. Internal system failure.
(CPA59F3)

On the V7.4 box: Contact not successful for controller VASI5CTL.
Internal system failure. (CPA5879)

If I run this command: STRMOD RMTLOCNAME(VASI5) MODE(QSOCCT)
LCLLOCNAME(*NETATR) RMTNETID(*NETATR) I see this error:

STRMOD command failed because of route selection errors.

That STRMOD error rings a quiet bell in my head but I can't find any better instructions. When you do this once a decade or so, it's a challenge to sort out the issues (and it looks like options change). I think the systems are complaining that they can't find each other and I vaguely remember something about routes in the past. I am using TCPIP here and the two boxes are on the same physical network and same subnet.

What is missing?
