How could it be a firewall issue, when (1) the Tomcat shutdown was being sent through Loopback, and (2) it doesn't actually matter whether the Tomcat shutdown was received and processed, given that the CL program (2a) checks to see if the CATALINA job is still active, and (2b) does an ENDJOB on it, if it hasn't disappeared within a minute of the shutdown being issued?

Either (X) QUSLJOB is somehow failing to see the CATALINA job being shut down, even though it's definitely present, or (Y) ENDJOB is failing to end it.
