FYI.
INZSYS and RCLDLO *ALL fixed the issue. The hard part was releasing the locks on the system directory. INZSYS shows you what file is locked. WRKOBJLCK tells you the many jobs that use the file. (QUSRSYS/QAOKL03A).

Jobs were:
QDIAHSTPRT - QSNDAS
QDIAINDUSR - QSNADS
QROUTER - QSNADS
QPWFSERVSS - QUSER
QPWFSERVSS - QUSER
QSERVER - QGPMR

Ending subsystem QSNADS took care of the first three ENDHOSTSVR *DATABASE ENDHOSTSVR *FILE

Then just killed the left over prestart jobs.

I hope this documentation helps someone in the future.
