With Windows yes the simplest is two ports. One to the Console power on IBM i and the other to the restricted network. It was suggested to use VLANs on the switch port and that works but in Windows it's not straight forward to configure as it is in IBM i or Linux.

Your network team can set up the restrictions to get to that network, several ways to do that.

Someone said 'cross-over-cable'. Those are things of the past. The 1G specification includes auto-cross over in it so ANY 1G capable power anywhere will automatically cross over if needed even if it's connected to a 10 or 100Mb port. x-over cables were often required for 100Mb ports though not always as auto-crossover was optional capability for those ports.

Suppose (for the sake of argument) there was a global pandemic that
cause people to be unable to travel to the office. Unlikely I know,
however then you could not get to the console and that's an issue.

if the PC is in a restricted network that requires additional
authentication to get into that would help the requirements there and
also as Evan mentioned allow the PC to get updates periodically.
