As Jerry has stated there is no way to IPL from an IBM i virtual tape, not even using NFS. Support IS provided for virtual optical IPL using a combination TFTP and NFS.

IBM i - Backup to NFS & to the cloud

IBM i - RESTORE your System/LPAR from NFS

Now:

* It's faster if you have performed a Save Option 21 to disk instead of using NFS server, but sometimes you don't have enough space. You must use Virtual OPTICAL.
* You can use a SAVSYS (not option 21) with Virtual Optical and restore the empty system and then transfer your full backup from disk , using FTP or SFTP to the target system
* For restore purposes you'll need a temporary IBM i LPAR
* The steps with IBM Cloud Object Storage are optional.
* It's not lightning fast because NFS on IBM i is slow, but works.
* Most cloud providers use noVNC as your 5250 console. I recommend using LAN CONSOLE -> https://www.linkedin.com/posts/diegokesselman_ibmi-ibmiseries-powervs-activity-6813240320084598784-u7-U

Good luck!
