For thread purposes:

The fix:
SLIP install the latest iBASE spin on the system (currently H) .  I used a
network installation and the chgsysstate command from the HMC to get it
started.
IPL to restricted state
Re-Apply the Groups/Cumulative/TR

Root cause was a missing PTF MF66517.  You can apply SI76780 and the
MF66517 will come along as a pre/co Requisite.

We thought we had applied all the PTFs needed prior to the TR but
apparently missed this one.
