His big mistake:
APYPTF 5770DG1 select(*ALL)
Group PTF's always cross multiple products.

I just noticed his APYPTF.
When I put on my group ptf's it was on a test lpar. After I ordered them I loaded them into the same directory as my existing ptf image catalogs from two weeks ago. Then I did the usual steps to get the image catalog ready. Then I did
INSPTF LICPGM((*ALL)) DEV(OPTVRT01) INSTYP(*DLYALL)
Notice *ALL instead of just one lpp.
Then I quiesed the system and IPL'd it. All was good.
