I'm using LFs in different libs than the PFs solely with join LFs to a common/general PF with data needed in different parts of what appears as one application to the user.

Drawback is that a change in the common/general PF will break all the *PGMs (and other file types such as DSPFs) and requires to recompile them. This can be solved by documenting dependencies, or better by automating compilation with CL or REXX scripts. This is the occasion where I truly miss Unix Makefiles.

Did anbody bother creating a basic "make" lookalike for OS/400?
