Often the APAR is not visible until the PTF is available. For example, if the APAR said "do the chicken dance and you can bypass all security. To fix this get PTF SI12345 on." they may not want to publish that until the ptf was available.
However I can access that APAR. I use the same userid/password I use for creating cases, downloading PTF's, etc.
