IPL from tape (media library)

I have the tape the BRMS report says to load up in a drive on the VTL media library.

C2004130 - Waiting for retry. A valid load source device was not found.
C2003150 - Sending ISL command to bus unit

Double checked:

Key Lock Position: Manual
Tagged I/O devices for this partition profile are detailed below.
Load source: Client SCSI Slot 391
Alternate restart device: Client Fibre Channel Slot 209

Why is it looking for a load source on a D IPL?
