In that case it might help to IPL from a LIC DVD and then
select the VTL (Tape) as alternate installation device.

In this case the 'Load Source' is in fact the tape.

For some VTLs you cannot IPL from a 'library' it must be defined as a 'Tape Drive' (Cybernetics for one.)
