I don't know if port restrictions will do it or not? But generally it should cause problems. In the next response however, you say it's the destination port. That is very much controlled by the telnet command.

Anyone know why a Power 9 system running v7r3 would use TCP port 3389
to contact a telnet device (Motorola/Zebra Radio Frequency device
running 5250 telnet)?

This occurred yesterday and the security software on our firewall shut
down access from that network to the IBM system.
