When someone replies privately they often have a good reason, like a boss which gets twitchy if they spend too much time on list traffic. I know, hard to fathom for some of us. Or maybe it's a sensitive subject at work they are discussing. For example, while you may think it's good to acknowledge when you're system was hacked and how in order to prevent others from falling prey to such stuff their employer may look upon that with horror out of fear for loss of business, or liability reasons.
So mentioning their names in public, even if it is to praise them for doing a good job, can have negative consequences.
I'm sure that most of those I have in mind are aware that replying in public is better for the common good, and they generally do.
