I would really try a few other user profiles. If any of them can do a DSPUSRPRF QSECOFR they may have enough authority to do a CHGUSRPRF QSECOFR PASSWORD(TEMP). There are a lot of systems where every developer has way too much authority and can do this.

If that doesn't work you can call IBM. Sometimes they can do a super secret procedure where they have you leave the room and reset the id. I've heard of this on the list but I've never been through this. Have your checkbook ready.
