I believe that ODBC, JDBC, .NET, etc. all are on top of DRDA.
I remember this because the Synapse IP Client (now Trilobyte IP Client)
file transfer (developed by [1]Joe Frank - father of IBM I emulation) uses
DRDA directly.

DRDA is like ODBC, you need an application that uses the DRDA functions
to work with data remotely. Microsoft used to have a DRDA provider, so
did Oracle - but nothing more that I know of. And you do NOT want the
consultants to write one.
They can connect directly with ODBC or .Net or JDBC - easy-peasy! But
why not use REST APIs? Azure uses them all the time.
