If I remember fine my eConfig sessions, WDS options (ADTS, heritage compilers, ILE compilers), are, each one, licensed by a number of active at a time users for the entire server regardless the partitions.

5770WDS option 5103 is the application development toolset. Which is PDM, SEU, SDA, etc
