Seems to work:

pgm
dcl &logmsg *char 50 ('this has a quote ''<-here')
sndmsg &logmsg tousr(*requester)
rplstr (&LOGMSG) FROM('''') TO('')
sndmsg &logmsg tousr(*requester)
endpgm

when run produces this:
From . . . : LENNONS 03/03/22 18:35:24
this has a quote '<-here
From . . . : LENNONS 03/03/22 18:35:28
this has a quote <-here

You can find the code attached to this article (and probably ignore most of the article):

Any issues, let me know.

In one of my exploring moments I created a RPLSTR command that given a CL variable would replace one string with another. I never did try it to replace something with nothing. But if you are interested, I'll try it later and report back.
