Not sure about the particular pathology in this instance, but it's the Java
runtime itself telling you something already has hold of the socket, and
it's not lying.

"Sir, is your computer plugged in?" question: Are you sure there's not
still an instance of Tomcat already running?

IBM i questions I wonder about include "on which interface?", "IPv4 and/or
IPv6", etc. and all the usual TCP/IP weirdness we deal with in the server
world.
