I am downloading directly to my machine and using *SERVICE in FTP option 8. This was IBM's suggestion.

It sounds like the FTP option is the better route based on this comment and an offline response that I receive earlier.

BTW, it is running V7R3 just in case anyone has other thoughts.

You didn't specify your download method.

Whenever I have issues with downloads failing, I move to the FTP option.
That way you have two days to retry any objects that didn't correctly transfer.
