determine RCAC active on file - best way

I know you can do the following to determine if any RCAC masking rules
exist on a file...

select sys_cname
from qsys2.syscontrols
where sys_dname = 'LIB'
  and sys_tname = 'FILE'
  and "ENABLE" = 'Y'

But is there also a simple sql query to determine if RCAC is simply
activated.
RCAC can be activated but no masking rules may exist.
