I would imagine that #3 would apply here.

Maybe, maybe not. It's hard to predict given the multitude of corporate network scenarios being possible (and not always make sense).

And since we may as well "#3" the customer into setting up either Secured Telnet or VPN access, which would probably be better anyway, this is looking increasingly moot.

Probably. Especially considering you're trying to to 5250 things, and thus might end up using ssh just as a transport for tn5250 data.
