You could try just using PING. that will let you know if you at least
have TCP set up properly to talk with the outside world.

The issues that I see that aren't set up for most of my customers that use
GETURI are:

1. They don't have any (or correct) DNS servers listed in CFGTCP option 12
(CHGTCPDMN).\

2. They don't have the *SYSTEM store set up for SSL yet.

3. They don't have the proper authorities set for the keyring files in the
IFS:

Other than that, installing HTTPAPI or GETURI and running a test will show
as well.
