Alan, the user ID does not have to exist on both systems.
In our environment we use communication entries in QCMN to "assign" a user id to the connection.
we do for two reasons, 1 users do not exist on the target and we can control the authorities on the target object(file).

basic setup target system(we use enterprise extenders for SNA)
crtusrprf DDMUSERID with no password
grtobjaut to library and file to be read
CRTMODD MODD(DDMMODE)
ADDCMNE SBSD(QCMN) DEV(*APPC) JOBD(*USRPRF)
DFTUSR(DDMUSERID) MODE(DDMMODE)

setup on source system
CRTMODD MODD(DDMMODE)
CRTDDMF FILE(QTEMP/DDMFILE) RMTFILE(RMTLIB/RMTFL) RMTLOCNAME(remote_i) MODE(DDMMODE)


i think i got all the steps there, its been a few since I set one up.

The user profile has to be able to access those files on the other system
Is there anyway to check the authorities of hose profiles on he other system
Maybe the profiles are there - but the type of profiles are not the same - the user class could be *PGMR on one system - but *USER on the other system and the file in question is not authorized to that user profile
