On a 7.4 system when I perform
WRKOBJ OBJ(*ALL/QRPGMSG) OBJTYPE(*MSGF)
I find it only here:
Object Type Library
QRPGMSG *MSGF QDEVTOOLS

Do not try WRKOBJ. Instead try DSPOBJD OBJ(QDEVTOOLS/QRPGMSG) OBJTYPE(*MSGF)
WRKOBJ might just not show it to you.
DSPOBJD may say you're not authorized to it.
