Given that working versions of startup.sh are CCSID 819, and the "problem box" has startup.sh with CCSID 37,

And given that this was almost certainly the result of an entire IFS subtree getting copied from one box to another (I'm not entirely sure how; I wasn't there),

Anybody have any thoughts on what the customer did wrong on this transfer, and what they should have done differently?
