You need to ACTIVATE your account, and then Reset your password in that order.
I finally got in.

Support for IBM i v7r5 is "planned for Q3 2022"

Coworker found a link where there's mention of a patch to support IBM i 7.5. But he's also getting the portal issue when trying to get the patch. Tried sending a LinkedIn message to someone at OpenText that I'm connected to. But he's three time zone's west so we'll see.
