If anyone uses QMGTOOLS to send data to IBM for a PMR, there's been a change. you now need a "transfer-id"

In September 2022, the Enhanced Data Repository (ECUREP) for IBM data
upload no longer allows 'anonymous' FTP. Recommendation is to update
QMGTOOLS to build date 09/23/2022 or later
